

In the book, Gandalf described this scene to Frodo based on the confession he'd wrung out of Gollum. But here Jackson is maybe stuck with a difficulty of depicting the scene in a way that works as a movie versus staying true to the text of the book. I agree that having Smeagol talk like Gollum disagrees with how I'd imagine he has "declined" and become weirder over the centuries of isolation with the Ring.

But them being content and slightly comedic enjoying simple fishing is very much in line with how hobbits going about their normal business are shown in the Shire. I think they showed that by making them both seem a bit simple/stupid/wacky, which is probably a reasonable way to get across that sense. Smeagol and Deagol are meant to be a bit less "civilized" than the hobbits of the Shire.
