Edit: This bounty is not very rare, and the chest has a pretty decent rate of dropping the rainbow. Loot your rainbow, and then go smash your face against Act 3 for the Gibbering Gemstone.Run around the cave, clearing the mobs, until you stumble upon the chest.This will be the "Mysterious Cave" which contains the "Mysterious Chest", which contains the Liquid Rainbow.Search the map until you find the entrance.Once you have this bounty, port to Dahlgur Oasis.If it is not in your bounty list, leave the game, and remake it.Look in Act 2 Bounties for "Clear the Mysterious Cave".Set the difficulty to whatever you'd like (that you can handle).Switch your game mode to Adventure Mode.
